Plugins are currently unable of altering the look of your game. This is why you never see any plugins that add new blocks or items, as they can only alter things on the server's side. If you ever see something similar that alters the look of the game, then it must be an update for Minecraft itself, or a mod that you have installed.

Probably a mod, because you can't play 1.8 on brocraft.
